He treats the CIA torture program as one of the worst things the government has done, returning across the Kiriakou interviews to the same facts: waterboarding designed and administered by doctors, Mitchell and Jessen billing $81 million for a program that produced nothing usable, and mostly innocent men grabbed off battlefields 24:51 1:16:00 1:24:04 35:59. He is explicit that this isn't a conspiracy theory but documented government policy, and calls the clinical, doctor-designed nature of it more disturbing than sadism would have been 8:13 27:14.

Outside the interviews it becomes a recurring reference point rather than a fresh argument: he mocks the "where are they now" framing of Guantanamo detainees who got tortured for a decade on bad intelligence 1:00:10, works it into an Ellen bit about celebrities ignoring atrocity 8:13, and uses the "ticking time bomb" justification as a stock example of manufactured pretexts, comparing it to police buying a robot dog 42:51.
